Clark is a retired general and one-time Democratic presidential nominee. If he was insinuating that McCain has never been tested as a wartime commander, that is true. Which means that McCain has just as little experience as Obama when it comes to running a country during a war. 1

Clark also said, "I certainly honor his service as a prisoner of war. He was a hero to me and to hundreds of thousands and millions of others ... ".1 The specifics of McCain's military record are not important. The fact that he served is. Why should anyone be able to lead our country if they haven't shown their willingness to sacrifice for that country?

Serving your country honorably is a measure of character, but it's not necessarily the best way to measure whether someone can lead. One could argue that there are a number of other traits and experiences by which you could measure a presidential candidate's leadership qualities, such as time served in the Senate. Although the Senate doesn't count as "executive experience", members of Congress are still leaders and representatives of their communities. Clark's quote was likely meant to counter the constant topic of McCain's POW status as an indication that he will make a great president. I believe that it is possible to survive such an ordeal and still be a horrible commander-in-chief. This doesn't mean that McCain will be a horrible leader, but simply that his other experience and history of leadership are probably more important indicators of his leadership potential than his suffering at the hands of his Viet Cong captors.
