Serving your country honorably is a measure of character, but it's not necessarily the best way to measure whether someone can lead. One could argue that there are a number of other traits and experiences by which you could measure a presidential candidate's leadership qualities, such as time served in the Senate. Although the Senate doesn't count as "executive experience", members of Congress are still leaders and representatives of their communities. Clark's quote was likely meant to counter the constant topic of McCain's POW status as an indication that he will make a great president. I believe that it is possible to survive such an ordeal and still be a horrible commander-in-chief. This doesn't mean that McCain will be a horrible leader, but simply that his other experience and history of leadership are probably more important indicators of his leadership potential than his suffering at the hands of his Viet Cong captors.
